"Human are evil" - lead to a more "iron fist" approach , human need to be controlled or else they will cheat you !

"Human is a combination between evil & kind" - lead to a grey definition between whether human are good or evil.

From the bible, we know that human are good but has been corrupted & poluted with the sin !
