Government

Is government to govern or to serve ?

A government loose it's effectiveness when they can't govern ! Infact, why anyone need a government that cannot govern it's people ?

The other extreme is, a government that govern it's people to serve the governmen itself !

Perhaps we are shifted from the one extreme to the other extreme !
